Quality Control Program Needed for Class B and Class REF Licences at Technical Safety BC

Effective January 1, 2026, contractors applying for or renewing their Class B or Class REF licences at Technical Safety BC will be required to submit a quality control program (QCP) manual.
The QCP manual provides a detailed and regularly updated overview of a licensee's processes, procedures, and forms used for regulated pressure equipment work in BC.
Quality Control Programs for other contractor licence classes have been required by the Boiler, Pressure Vessel & Refrigeration Contractor Qua Requirements Directive to help licensees demonstrate how they meet the safety codes and regulatory requirements that apply to their business. This directive clarifies the requirements for obtaining and maintaining a contractor licence under the BPVR Regulations per Safety Standards Act section 23. Effective January 1, 2026, Class B and REF contractors will be included in the requirement and will be asked to submit a QCP manual when obtaining or renewing licences with Technical Safety BC.
